NIMASA Fraud: EFCC Seeks Court Order To Seize Tompolo’s Property

The Economic and Financial Crimes Commission (EFCC) is seeking a court order to seize all property belonging to former Niger Delta militant leader, Government Ekpemupolo popularly known as Tompolo.

In the ex-parte motion filed by Counsel to the EFCC, Mr Festus Keyamo at the Federal High Court, Lagos , the Commission’s sought order is pursuant to Section 80 & 81 of the Administration and Criminal justice Act, 2015.
The EFCC said the property seizure was sought pending the arrest and arraignment of Tompolo before the court.
The following property were listed in the application: Property at N0. 1 Agbamu Close DDPA Extension Warri (Effurun), Delta State, All property of Mieka Dive Limited and Mieka Dive Training Institute Limited situated at No. 77, Lioth Street, ODPA Ugborikoko, Uvwie Local Government Area, of Delta State. All property of Global West Vessel Specialist Limited, All property of Muhaabix Global Services Limited and A River Crew Change Boat named MUHA – 15.
Others are: The property known as “Tompolo Dockyard”, by the end of Enerhen Road, Effurun, Warri, the property known as “Tompolo Yard”, at the end of Chevron Clinic Road, next to Next Oil, Edjeba, Warri, the Diving School at Kurutie, at Escravos River and another known as “Tompolo House” at Oporaza Town opposite the palace.
The former militant warlord was recently declared wanted by the anti-graft agency following his failure to appear before the court to face trial on the charges preferred against him.
Tompolo and the former Director of the Nigeria Maritime Administration and Safety Agency (NIMASA), Patrick Akpobolokemi and eight others were accused by EFCC of converting about 34 billion Naira belonging to the agency for their personal use.
While the others including Akpobolokemi had appeared in court to answer to the 40 count charges filed against them by the anti-graft agency, Tompolo had failed to be in court twice which made the court grant an order for his arrest.
The trial judge, Justice Ibrahim Buba, handling the case, had on January 12 issued a bench warrant for the arrest of Tompolo.

Again on February, 8, the judge renewed his orders, and also directed all security agencies in Nigeria to produce Tompolo in court.

Human Rights Abuse: Army Chief, Amnesty International Hold Talks

The Chief of Army Staff in Nigeria, General Tukur Buratai, on Thursday told a delegation from the Amnesty International that the military is making conscious effort to check human rights abuse by officers.

General Buratai’s statement is made in response to accusations by the rights advocacy group that personnel of the Nigerian Armed Forces carried out extra-judicial executions.
According to Amnesty International, about 20,000 cases of extra-judicial executions had occurred in Nigeria since 2012.
The Director Of Research Africa, Amnesty International, Netsanet Belay, told General Buratai that there was a serious concern that Nigeria needed to address.
“Its military is implicated in committing serious forms of war crimes and possibly crimes against humanity.
“We have looked into various aspects of this. We have documented over 20,000 cases of extra-judicial executions and we believe that over 1,200 men and boys may have been extra-judicial executed since 2012.
But General Buratai insisted that officers were trained to discharge their responsibilities professionally.
He told the group that the Nigerian Army had set up an internal Human Rights Desk to receive reports of human rights violation by officers.
“Before the establishment of the Human Rights Desk in the Army Headquarters, we had established a contact group between the Nigerian Army and the National Human Rights Commission. All issues of human rights that have been forwarded to the attention of the Nigerian Army we have investigated them and followed them to their logical conclusions.
“Similarly, all the issues that were brought to the Army, where human rights were alleged to have been violated, we have equally investigate them,” the Army chief told the human rights advocacy group.
He assured members of the public, the local and international human rights bodies that the Nigerian Army, under his leadership, would investigate all complaints of human rights violation brought before it.

In the photo, a man who appeared to be in his 30s is seen sitting on the floor of a banking hall with just a pair of boxers and a neck chain on. His trousers and shirts are on the floor close to him.
In a video, the man angrily tries to share his story with whoever cared to listen as banking activities went on around him.

Speaking Yoruba, he said N150,000 had been illegally deducted from his account and despite repeated complaints, nothing had been done about it.
According to him, the issue has dragged on for over a month with nobody really caring to take his complaints seriously.
Obvious fed up with the way he had been treated, he vowed not to get up until his money was returned to him or until the matter got to the bank’s head office.
Even the knowledge that his actions were being recorded did not bother him.

“You can take my photograph and video. I don’t care. All I need is my money,” he shouted.
“GTBank, my money, give me my money. I have been patient enough.”
The trending photograph and video has elicited strong reactions from users of the social media with some criticising the bank for failing to resolve the issue swiftly, especially as the man sat unattended to for the duration of the video.

Minister Assures Nigerians Of Quick Passage of 2016 Budget

The Minister of Budget and National Planning, Sen. Udoma Udo Udoma, has assured Nigerians of quick enactment of 2016 Budget by the government.
The minister said that measures were being put in place by government to resolve all pending issues delaying the passage of the budget at the National Assembly.
He gave the assurance during his meeting with the State Commissioners of Economic Planning and Chief Executives of state Planning Commissions in Abuja.
According to him, the budget is well crafted and well cut out with a sole purpose of reviving the economy.
Udo Udoma said the budget was structured more on non-oil revenue, adding that this was the first budget that would be funded more from non-oil revenue.
The minister said that agencies of government that generate revenues which are not being captured, will be captured to harvest resources and also get more people to pay taxes to increase tax collection.

He said that there was a funding gap, hence the government had to borrow to bridge the gap.
Udo Udoma said that it was important to revive the state of the country’s economy, adding that “we cannot afford to allow the economy to come to crumble”.
Dr Adeyemi Dipeolu, the Special Adviser to the Vice President on Economic matters, had earlier said that planning and budgeting functions were very important in the development process of any economy.
Dipeolu said that this was essential as it helped to bring about togetherness, coordination, harmonisation, strategic increase and uncommon objective in an economy.
He expressed optimism that the forum would engender progress in the direction of state of the country’s economy.
Dipeolu called for active participation of all stakeholders in providing favourable environment for successful transformation and progress of the Nigerian economy.
Dr. Othman Ibrahim, the Commissioner of Budget and Planning in Nassarawa State, also urged all stakeholders to put to practice all the deliberations at the meeting.
The event was attended by commissioners, permanent secretaries and representatives of various states of the federation.

"I am very delighted to have you at this reception organized principally, to provide a relaxed atmosphere for an informal interaction at the early stage of the New Year. Although the year is somehow far gone today for me to say Happy New Year to all of you, but it is not too late to convey my very best wishes for your well-being, joy and peace in the rest of 2016.
"Only last week the Chinese celebrated their New Year with pomp and pageantry, a year dedicated to the monkey; and come September, the Ethiopians will celebrate their New Year to complete the cycle of New Year celebrations in the world this year.
"These festive occasions often offer us the opportunity to reflect soberly on our lives and review events that have taken place in the preceding year. For some, each New Year propels them to make personal resolutions, some of which may or may not be kept in the end. For others, they see no reason to celebrate at all because of their personal circumstances. Life can be truly a mixed grill.
"It is almost eight months since I assumed office. In this time, we have witnessed resurgence in the morale and will of the Nigerian Armed Forces to dislodge Boko Haram from their bases in the North East. The changes in both command structure and operational tactics have brought about significant gains on the ground. The Armed Forces have been given specific instructions on rules of engagement to treat captured terrorists humanely and to avoid civilian casualties.
"It is worthy to note that when I assumed office on May 29, 2015, Boko Haram had full control of fourteen (14) Local Governments Areas in the North East, but today, the group holds no territory in Nigeria. They are hiding in Sambisa forest and occasionally undertake cowardly attacks on innocent citizens in soft targets.
"This has resulted in a dramatic improvement in the security situation in that part of the country. You are, in fact, aware that people who were once internally displaced from their homes for years are gradually returning to rebuild their homes, communities and livelihood.
"As the security situation continues to improve, and as more people return to their homes, government will spare no effort to support them with robust programmes and projects to hasten the process of rehabilitation and resettlement. The General T.Y Danjuma-led Committee has been saddled with the responsibility of coordinating these efforts.
"May I use this occasion to once again thank our friends and partners for the invaluable support they have and continue to render in our fight against Boko Haram".
"We are quite aware that the war on terror will not, and cannot be won by military means alone. We need a soft approach that speaks directly to the human mind. Poverty and hunger do not only incapacitate, but they can lead to desperation. We are also aware that poverty and marginalization, amongst other factors, can easily create room for indoctrination and co-option into violent extremism.
"Accordingly, we are paying attention to those economic programmes that will lead to empowerment of the people and thus provide an alternative lifestyle of fruitful engagement rather than resort to extremist and terrorist activities. Job creation and provision of quality education are key areas that are already receiving our attention.
"We are resolved to build a stable and prosperous Nigeria, a country that is inclusive of all her diverse peoples and a country that is at ease with itself. Building such a country will not be possible where corruption is pervasive. Mindful of this, it has become necessary to wage a relentless war against the cancer of corruption. So long as corruption holds center stage in the affairs of Nigeria, the country will continue to suffer incalculable harm.
"You are witnesses to the preliminary findings that have emerged in the past few weeks from our investigations into corrupt practices in different sectors of Nigeria’s Public Service. I will leave no stone unturned in the efforts to rid Nigeria of corruption.  I must however, add that in doing this, we shall operate within the ambit of the law.
"In a similar fight in the past, and armed with the might of military muscle, I led a government that required persons presumed to be corrupt to prove their innocence. Today, as committed democrats, and in a culture of deepening democracy, we respect the law that presumes all persons innocent until they are proven to be guilty.
"Nigeria has no choice, nor can the country afford to be an island in itself. Against this backdrop therefore, since my assumption of office, I have demonstrated my commitment to interact with my colleagues in Nigeria’s neighbours and beyond.  This is consistent with the pledge that I made at my inauguration to steer the affairs of the country in a manner that will allow us to play the role that is expected of us.
"It is for this reason, that the Foreign Policy vision which we are currently pursuing is anchored on meaningful engagement with our neighbors, the African continent and the world at large.

The music superstar admitted ‘she cried all day’ after sound issues detracted her performance of the song ‘All I Ask’ at the 2016 Grammy Awards.
The Hello hitmaker was criticised after taking to the stage to belt out her power ballad All I Ask but later explained to fans what had gone wrong and that she wasn’t out of tune.
The Artiste took to twitter saying: “The piano mics fell on to the piano strings, that’s what the guitar sound was. It made it sound out of tune. S*** happens.”
The 27 year old singer revealed that she cried pretty much all day during an appearance on The Ellen DeGeneres Show.

Adele had the most popular album in the US last year, but was not nominated for the Grammys.
This was because the Grammy eligibility period for the 2016 ceremony extended from Oct. 1, 2014 to Sept. 30, 2015.  Adele’s 25 Album was released Nov. 21, nearly two months after submissions closed for the upcoming ceremony.
The Superstar insisted she will be be ready next time something goes wrong during a live performance and be more of a diva.
‘I don’t feel like it could go that much worse than the Grammys though. So I feel like I’m alright now. Anything that happens, dust it off!’ Adele said.

Troops of 81 Battalion and 251 Task Force Battalion Ambushed Boko Haram Terrorists At Komala And Musafanari

In continuation of their exploits against the Boko Haram terrorists, troops of 81 Battalion and 251 Task Force Battalion, have intensified offensive actions against the terrorists.
Last night, the troops laid ambush against some elements of the Boko Haram at two of their crossing points at Komala and Musafanari general area coming from Sambisa forest.
The ambush party decisively dealt with some terrorists on motorcycles in which a number of terrorists were killed and a few others flee with gunshot wounds. The troops recovered one AK45 rifle with registration number 56-2614519, in addition to a magazine containing 9 rounds of 7.62mm (Special), 6 motorcycles, 2 bags of salt and other assorted food items as well as various Improvised Explosive Making Devices (IEDs).
The recovered items clearly shows that that the terrorists were out for a nefarious mission which was aborted by the timely ambushes. Consequent upon this, we wish to implore members of the public to kindly oblige us with timely information on the Boko Haram terrorists to enable the military and indeed the security to deal with them decisively.
The troops in various axis of the theatre are poised for the clearance of the remnants of the Boko Haram terrorists in our country.

The forum, which opens in the Egyptian resort town on Saturday, February 18, 2016, is being organized by the Egyptian government under the auspices of the African Union Commission.
The forum's objective is to accelerate private sector engagement and investment within Africa and promote the development of African ties and partnerships.
President Buhari, President Abdel-Fattah El-Sisi of Egypt and the Presidents of Togo, Sudan, Kenya, Gabon, Equatorial Guinea and the Prime Minister of Ethiopia are among confirmed speakers at the forum.
Other confirmed speakers include the President of the African Development Bank, Dr. Akinwumi Adesina and the President/CEO of Dangote Group, Aliko Dangote.
The President will be accompanied on the trip by the Minister of Foreign Affairs, Mr. Geoffrey Onyeama and the Minister of Industry, Trade and Investment, Dr Okechukwu Enelama.

Buhari names Ogunlesi as New Media aide

President Muhammadu Buhari Thursday appointed Mr. Tolu Ogunlesi as his Special Assistant on Digital/New Media.
Ogunlesi, who is a renowned blogger and journalist, graduated from the University of Ibadan in 2004, and obtained an MA in Creative Writing from University of East Anglia, UK, in 2011.
Before his appointment, Ogunlesi had worked as a Features Editor and Editorial Board member of NEXT Newspaper. He also worked as a West Africa Editor for The Africa Report magazine from 2014 to 2015.
Ogunlesi is a two-time winner of the CNN Multichoice African Journalism Awards, and a 2015 New Media Fellow of the U.S. State Department's International Visitor Leadership Programme (IVLP).
Ogunlesi will be assisted by Bashir Ahmad, who is a Personal Assistant to the President on New Media.

Pope Francis said Thursday in Mexico that Donald Trump is “not Christian.”


Donald Trump was declared “not Christian” Thursday by the world’s foremost expert on the topic — Pope Francis.

Speaking to reporters in Mexico, the pious pope said the GOP presidential candidate’s proposal to build a wall along the U.S. border was an affront to Christian values.

“A person who thinks only about building walls, wherever they may be, and not building bridges, is not Christian,” Francis said.

“This is not in the gospel. As far as what you said about whether I would advise to vote or not to vote, I am not going to get involved in that. I say only that this man is not Christian if he said things like that. We must see if he said things in that way and in this I give the benefit of the doubt,” the pope added.

Francis waded into the political fray as he concluded his visit to Mexico, which included a public mass at the U.S.-Mexico border.

Trump, speaking Thursday at a campaign rally in South Carolina, fired back, noting that “If and when the Vatican is attacked by ISIS,” the pope will wish he was President, according to media reports.

The Republican front-runner — hoping to build on his strong showing in the New Hampshire primary — said it was “disgraceful” of the pope to doubt the sincerity of his Christian comittment.

Earlier, at the start of the Pope’s trip to Mexico, Trump questioned Francis’ decision to visit the Spanish-speaking country, calling him a “very political person.”

“I don't think he understands the danger of the open border we have with Mexico,” Trump said.

On Thursday, the Pope addressed that allegation as well as throwing shade at the bombastic billionaire’s moral fiber.

“Thank God he said I was a politician, because Aristotle defined the human person as ‘animal politicus.’ So at least I am a human person. As to whether I am a pawn — well, maybe, I don't know. I'll leave that up to your judgment and that of the people,” Pope Francis said.

Jessica McGraa, 37, was found dead in an apartment in Aberdeen, Scotland, after telling her husband she was travelling from her home in London to sell hair extensions.

Her devastated husband Gareth had no idea of her secret double life, Mirror Online reported.

He said his Nigerian-born partner was a devout Christian and he was convinced she was making money by selling hair extensions.

“I honestly believed that she was making her money from hair extensions,” the 56-year-old said.

“She was a very pious girl – she dragged me to church even and that’s not easy.

“I thought I knew her and it hurts.”

The couple, who have a 6-year-old son, split when the child was 1, but have had several reunions and he hoped they would end up back together permanently.

McGraa used aliases including “Ebony Bianca” and “Kelly West” on escort sites to sell sex for $300 an hour.

She described herself as “classic, stylish, naughty, horny, sexy” and promised the “ultimate girlfriend experience” to potential clients.

Bala Chinda, 25, appeared at Aberdeen Sheriff Court accused of murder and has been remanded in custody.

President Barack Obama has a message for Donald Trump — being president is tougher than being on a reality show and the American people are too "sensible" to elect him.
"I continue to believe Mr. Trump will not be president," Obama said at a news conference in California after a meeting with southeast Asian leaders. "And the reason is that I have a lot of faith in the American people. Being president is a serious job. It's not hosting a talk show, or a reality show."
He went on: "It's not promotion, it's not marketing. It's hard. And a lot of people count on us getting it right."
The comments marked a political resurgence for a lame-duck President in his final year in office. Obama offered surprisingly frank assessments of the campaign to replace him, taking shots at Ted Cruz and Marco Rubio. He also hinted hint that he was sympathetic to Hillary Clinton's position on the difficulty of enacting political change, as she faces a tough challenge from a candidate in Bernie Sanders, who has fired up Democratic primary voters who are demanding sweeping reform.
    But it was the potential of a Trump administration that Obama seemed most eager to critique.
    The presidency isn't "a matter of pandering and doing whatever will get you in the news on a given day. And sometimes, it requires you making hard decisions even when people don't like it," Obama said, adding that whoever succeeds him needs to be able to reflect the importance of their office and give foreign leaders confidence he or she knows their names and something about their nations' histories.
    Obama also appeared to raise the question of whether Trump was prepared to be commander-in-chief.
    "Whoever's standing where I'm standing right now has the nuclear codes with them, and can order 21-year-olds into a firefight, and (has) to make sure that the banking system doesn't collapse, and is often responsible for not just the United States of America, but 20 other countries that are having big problems, or are falling apart and are gonna be looking for us to something."
    He added: "The American people are pretty sensible, and I think they'll make a sensible choice in the end."
    Trump responded to Obama during an event in Beaufort, South Carolina.
    "He has done such a lousy job as president," Trump said, before adding that he didn't mind being targeted by Obama, saying he took it as a "great compliment."
    Trump wasn't the only Republican who took a shot from the President.
    When he bemoaned Republican warnings that his nominee to replace late Justice Antonin Scalia on the Supreme Court would not even get a hearing, Obama rebuked people who claim to be "strict interpreters" of the Constitution -- except regarding his right to propose a nominee.
    That seemed to be a clear jab at Cruz, who has helped lead calls to prevent the president installing a nominee who could tilt the ideological balance of the court to the left.
    Rubio also came under fire when the president mocked "a candidate who sponsored a bill, that I supported, to finally solve the immigration problem, and he's running away from it as fast as he can."
    The President stepped more carefully when he was asked about the Democratic race. He opened by making it look like he was delivering a veiled endorsement of Clinton, who is facing a stronger than expected challenge from Sanders.
    "You know, I know Hillary better than I know Bernie, because she's served in my administration, and she was an outstanding secretary of state. And I suspect that, on certain issues, she agrees with me more than Bernie does," Obama said.
    But then added: "On the other hand, there may be a couple issues where Bernie agrees with me more. I don't know, I haven't studied their positions that closely."
    Obama who, like Sanders, once wowed young Democrats with soaring calls for change in the 2008 election, also appeared to give credence to Clinton's election argument that pushing through fundamental reforms is harder than it looks.
    "Ultimately, I will probably have an opinion on it, based on both -- (having) been a candidate of hope and change and a President who's got some nicks and cuts and bruises from -- you know, getting stuff done over the last seven years."
    Obama was clear on one thing -- he's happy not to be in the race himself.

    For a Pope often seen as calm and collected, the look on his face after a mishap at a Mexican stadium came as a stunner.
    The Pope was greeting a crowd in the city of Morelia on Tuesday when someone apparently grabbed him by the hand and wouldn't let go.
    The worshiper ended up pulling the Pope down onto a young man in a wheelchair.
    Francis regained his balance with the help of a security guard. But his normally smiling face morphed into a look of anger as he apparently yelled at the person in the crowd.
    Shortly afterward, an announcement came on the stadium's speakers:
    "We are asking you to be careful," the announcer said. "Please contain yourself. Pope Francis wants to greet us, but if we pile up, it will be difficult to do so."
    He's known for interacting closely with worshipers -- for example, opting for a car with an open top instead of the traditional bulletproof "Popemobile."
    But the incident in Morelia might have his security detail on higher alert.
    On Wednesday, the Pope will visit the notoriously violent city of Juarez, Mexico. Juarez, once known as the "murder capital of the world," sits just across the Rio Grande from El Paso, Texas.
    Francis has spoken out against impenetrable international borders, calling them "monuments of exclusion" and even a "form of suicide" that closes countries in on themselves. He has also urged the United States and Mexico to protect Central American migrants, particularly children, seeking to escape poverty and violence.
    "I don't think the Holy Father's trip to Juarez is political," said the Rev. Timothy Kesicki, president of the U.S.-based Jesuit Conference. "But how could it not have political overtones? It's going to be drawing a lot of attention to immigration at a time when we are having debates about it."
    The moment many Catholics are most eagerly awaiting will come when the Pope approaches the U.S.-Mexico border in Juarez.
    Papal aides say security and logistical barriers will prevent the Pope from making a political point by crossing the border.
    Across the river and through the fences, a group of "Francis VIPs," including undocumented immigrants seeking asylum in the United States, await the Pope's blessing.
    "These are the people the Pope has come to see and pray for," said Bishop Mark Seitz, the El Paso bishop who organized the event.
    Francis is expected to say a prayer at the border fence and lay flowers in memory of the more than 6,000 migrants found dead on the U.S. side of the border between 1998 and 2013, according to U.S. Border Control estimates.
    "The symbolism of this moment will not be missed by anyone in the border region," said Joe Boland, vice president of missions at Catholic Extension, a charity with a long history in the area. "It will be like the Pope coming to Ellis Island."
    Later Wednesday the Pope will celebrate a large Mass not far from the border, where migrants and victims of drug violence will be among the 200,000 receiving Holy Communion.
